Your holiday is more important than the sensitivities of an indecisive manager. As I read the guidance from ACAS, you actually give notice of taking your leave. Therefore, if they don't refuse it, you have it. No matter how much people are used as doormats by management, people should not stand for being mucked around by indecisive managers. But he has made a decision and that is no decision will be made until the new holiday year....its a crap decision but that is the decision and the OP knows it.

That is not a decision, not even a crap decision, it is procrastination. And for all he could be annoyed if OP presses for a proper decision, this sort of manager deserves no respect for a non decision. what if there is a long tradition of those with longest service book first, or oldest, or it rotates, and bookings open same day every year to be fair to everyone? What if you dont know your school's in service days more than a term in advance? etc

We can't book annual leave for the next year. I am told that it is because we need a cut off point for consistency and fairness - otherwise someone can start booking up years ahead if they really want which starts a silly process and doesn't give new staff the same opportunities. Our system actually blocks it so the only thing a manager could do is an informal agreement.
All i did at my place was to check whether anyone had informally asked for time off in advance, when i heard they hadn't i logged the date i could book it on, and did it very first thing that morning. Could you not just have a chat and explain your intent to book and the difficulty it puts you under, say whilst you realise they can't officially do anything do they think there is a way around this?0 -
OP does not mention these possibilities. We are less than 6 weeks from the start of the holiday year in which the OP wishes to book this holiday. It could be that the manager is just trying to pretend he is more important than he really is. I used to have a line manager that would reflexively respond to leave requests like a dodgy car mechanic. Sharp intake of breath followed by " I don't know about that , how is it worth to you or other similar ridiculous statements, without even looking at the dates.
My response would always be the same " That's OK please sign the refusal slip" (Most of the time they were random requests for leave I did not need or want)
If we wanted to carry over more than 10 days holiday we had to make a special case to HR. My case consisted of a stack of leave refusall forms- result 4 weeks leave carried over 1 embarrassed line Manager and 6 weeks off the following summer.0
