The IMEI number, which uniquely identifies a phone, is transmitted every time the phone is used. That's how stolen phones are blocked. So in theory, they can. Whether or not Tesco will bother is something else.

My daughter had her phone stolen last year. The thief didn't make any calls using her SIM but, presumably, all he/she had to do was put another SIM into the phone and carry on using it until it was blocked?
At least by reporting it, you are putting the thieves to a bit more trouble I suppose. There should be a better way, though, of tracing stolen phones, or making them immobile - not just here but anywhere in the world.

A number of apps are available .
But a clever thief can always kill the IMEI number change product code remove sim and use another etc .

Actually IMEI changing on modern phones is incredibly difficult, they tend to be a read only thing. A good few years ago though, you could change them all you like.
A thief will just sell a phone out of the country where it wont be blacklisted instead.0
