100 year old grannioe being asked to repay £17k

All my nans paperwork for the dss was being posted to my aunt.My aunt became ill, so we asked all post to go to my nan care of my uncle who lives with my nan.
Dss got confused and thought my nan had moved.. we explained there was no change in circumstances just a correspondence address.
They then came back with my Nan had not notified them that My uncle was living with her, and they want her severe disabaility benefit going back to 2003.
Originally my uncle was going to move in with her and went to the dss to see if it would effect my nans benefits in any way he was told no..and changed his mind and decided not to move in with her and then changed his mind again and did move in with her.
My nan purchased her flat from a loan given to nan by my Uncle, of which the DSS were advised.The flat has never been transferred to my Uncles name.Hence this is the problem, if it had been we would not have this problem. As she can claim Disability living allowance if this flat was my Uncles.
My uncle lived with my nan in her flat every Monday Tuesday and Wednesday for the sole purpose of caring for my nan and used this flat as his correspondence address. It is a 1 bedroom flat and has a sofa bed that he sleeps in. On Thursday Friday Saturday and Sunday my uncle lives elsewhere with his girlfriend, and my mum stops Thursday Friday Saturday and Sunday night in my nans flat to look after her.
My nan is very ill so we have had to stop with no help or care from anyone and we have never ever asked for help. She is so disabled she drags the chair as a frame, has left her flat 3 times in 40 years because she cannot get down the stairs.
Now the DSS want the severe disability back because her son lived with her Monday Tuesday and Wednesday. This cannot be fare, he only lived there Monday to Wednesday to care for her, and we stay the rest of the week.
This is all in appeal, but we had a letter to say someone was coming to access her, and it was a lady for the sole purpose of delivering a letter asking for nan to repay otherwise debt would be passed to baliffs, the lady from the dss did not even know it was in appeal.
When my uncle and aunt visited the dss when he was going to move in they did not record the date or get any proof.The dss say they have a letter on file 13 years ago that says he was not going to move in, but he did and they did not advise the dss because they had advised it would not have made any difference.
My nan has skin cancer to the face, she had bowel cancer 40 years ago and has a bag, any strangers upset her, she cannot leave the flat, and she has mini strokes in the night.
It cost us £250.00 for a solicitor to write 1 letter, she pays all the bills to the flat every single penny.
The lady today also said nan would have to be present at the appeal, this is not mincing words, she would be dead before we could get her down stairs to a car.
Is there anywhere we can turn for help?

So sorry to hear of your situation. How awful for such an elderly lady to be put through this. Could you contact social services to see if they can help?
Where is your uncle registered to vote and where does he pay council tax? Surely this would prove he doesn't live there?

I think you mean SDP which she would be entitled to if she lived alone and no one claimed carers for looking after her, she couldnt still be getting SDA because she must get her state pension and you have never been able to claim them both together..0
