Win XP, 512mb, 661mb free disk space
Ok here the performance stats:
Commit Charge Total: 141372
Commit Peak: 162764
Physical Memory Total: 507376
Internet Explorer 8 is still very slow and cannot go into Internet Options on the browser and its not showing in Control Panel. Getting message "This operation has been cancelled due to restrictions on the computer"
I have installed Chrome instead but cant find a way to uninstall IE8.

This won't help, it'll also reduce the effectiveness of your pagefile. Think you need to get rid of some carp on the hdd that's taking up space. Aim to get as much free on the hdd as practically possible.
first, follow the routine in this (it's written based on vista, but it's almost the same in XP, just make sure once it's calculated what it can delete that all the boxes in the list are ticked, except the Catalog files option which is bottom of the list):-

then, if you don't have it already, download CCleaner, scroll down to the Advanced section, and make sure Uninstall Hotfixes is ticked (along with the default items already ticked when you run it) and let it clean all it finds.
Thirdly, go through the list of installed software (Start > Control Panel > Add/Remove Programs) and uninstall any that are not used/needed. Once uninstalled, check the C: drive, Program Files folder, and make sure what you've just uninstalled has been deleted (Note:- some of them may have been installed to the Common Files sub-folder).
Then, run CCFleaner again, and also the Registry cleaner part of it. Fix all issues.
Then, defrag the hdd.......Gettin' There, Wherever There is......
