This is incorrect - o2 DO alllow you to transfer, the current process doesn't require any PAC codes, just both people (if different) need to be available at the same time and it's completed within 24hrs.

Thats an account transfer ! Which all companies do, not transfer a old number onto an new account cant be done unless you know how

No, that's a number transfer. No account details get transferred, other than the mobile number.. This way, the old account gets closed and the new account gets the old number. Simple. Can be the same person, or a different person.
