Unlock code (subsidy PIN) for Moto V3r Please

Apologies if this is a 'chestnut'
I have a T-mobile locked Motorola V3r which T-mobile had agreed to unlock by supplying a subsidy PIN. Now stating they won't.
I've tried some unlock sites and all want money. I may have to go this route but it is annoying that free unlocking is not more widely available especially when the phone is 4/5 years old.
Found a Mototools application but cannot find a required password and I think this is now defunct.
Any suggestions will be gratefully tried - if it helps my IMEI is 359419005948517.
