There is no such thing as a European Driving Licence.
There are many websites which will sell you (without any checks) documents which appear to be an "International Driving Licence" or similar.
They are not even worth the plastic they are printed on, and if you produce one to the Police you will probably be arrested.
I presume that because such a document doesn't really exist, they can avoid prosecution for fraud.
If he has a Polish driving licence, that is a different matter. Put whatever details he gives you, on the V5.
My V5 states that the new keeper is not required by law to provide a driver number. In any case, If you are selling it to a company there is no driver number.
Just be satisfied that if the cheque bounces / the money transfer is reversed / the cash turns out to be fake / whatever; you can find him (nothing to do with his nationality, just common sense).We need the earth for food, water, and shelter.

I read the OP as meaning that he has Polish Licence that is obviously within Europe.0 -
