Is he registering the car to an address in the UK or is he planning on exporting the vehicle directly?

The licence makes no odds, you don't need one to buy a car.

If he's living here just give his name and British address, his licence doesn't really come into it
I would complete and send it off for him, the few Polish ppl I have come across through work although they speak some English, they struggle with the written side.

Make sure you fill in the V5 he signs it and you send it off. Its your responsibility not his. Will save any problems later!
