And indeed as my neighbour is doing, displays the number plate in the back window.

He's had this car for well over 6 months. It's a wreck, no exhaust, front grille missing etc.

A trade plate in the rear window alone, has no legal standing, the front trade plate has all of the legal details within a perspex window.

    Report it to the police.

I think you can report it to the DVLA and let them look into it. a neighbour of mine never had any tax so another neighbour let the DVLA know who came out and issued the warnings etc
  • I'd report him to the DVLA, abuse of trade plates is taken seriously. If the car is such a wreck it may not have any MOT and trade plates don't always offer an automatic exemption to this.

If he's a nuisance (and muppets who misuse these generally are), report him to the DVLA and the local authority. I doubt he'll have planning permission for running a motor trade business from home. He's been lucky so far because most police, including white caps, aren't up to date with trade plates and think they are a magic wand for tax, insurance, MOT and vehicle safety.

You can do it all online here:
    https://www.dvla.gov.uk/dvla/onlineservices/report_unlicensed.aspx?ext=dg

Put the data about the trade plates in the comments section, together with the usual times.

Most councils have been given powers to tow away unlicenced vehicles found on a public road, so dvla might just pass it on to them

If you report it to the Police and persuade them to come out and inspect its roadworthiness they may be able to either PG9 it (not allowed to move it until its fixed, can only be towed to a garage or fixed there) or issue a VDRN form, meaning it must be fixed within 14 days and taken to an MOT garage to certify that it's fixed. Not sure whether that can be done if its on trade plates though.

    Ah, missed that bit :T

So then, when a salesman puts the trade plate in the front window for a test drive - is he breaking the law or am I as the driver?

Technically, yes, but as long as they can both be clearly seen (you do need 2) and everything else is in order, it's extremely unlikely that you'd get any grief over it.
If you lend someone a tenner and never see them again, it was probably worth it.

Just to add, some countries use red and white numberplates although once they've been in the UK 6 months, they have to be registered here.
