Unlikely he would need to approach 'specialist' pre-existing medical conditions type Insurers for his condition.
But he will need to phone companies to obtain quotes and arrange cover, as he will need to go through a medical questionnaire about the condition he is suffering from. He should make sure the condition and anything related is covered, paying the relevant extra premium required.
If you look through the answers to this thread, numerous companies are mentioned that he might try (excluding Ageuk or SAGA). He could also try the Post Office Travel Insurance by phoning their helpline 0800 294 2292 and not in the local post office. Their policy is underwritten by Ageas (nee Fortis) who have a good reputation.
