    Go to the section of the forum that you wish to start a thread and top left there is a button "new thread"

    There is no NEED for anyone to pay but that doesn't mean no-one should pay. I suggest paying under specific criteria, namely fear of receiving harmless [albeit full of legal-ese phrases] bits of folded paper in envelopes.
