Not the driver argument

Long time reader, first time poster. Advice needed please!!!
If, say, I had a "friend" who had approx. 47 parking invoices sent to him by PPC and debt collection agencies for parking charges, and if say my "friend" had always claimed to be not the driver and has never paid one of these invoices, and say my "friend" had perhaps been rather cheeky and cocky at times with some of these PPC's and debt collectors in how he has responded to them ...
... should my friend now be concerned that these companies may come back to collect these charges IF the new Freedom Bill comes into effect which makes the registered keeper, not the driver, liable for these charges? Or will it only apply to parking charges issued after the Freedom Bill comes into affect?
Just need to advice from the experts on here, don't want to suddenly find out that my friend has to pay out £5000+ for all the tickets my friend has received!!!

12 views and no answers, please guys, need to plan how my friend is going to park when going to Tesco tomorrow, in the parent bays at the front or all the way at the back in the cowboys normal bays haha!0

New laws are usually not retrospective. I.e. the clampers could not be prosecuted for having clamped vehicles in the past once the law makes it an offence.0

It's going to be a !!!!!! when my friend can't !!!! off the warden any more by parking across two disabled bays, but in the mean time, he'll do it until the new laws comes into affect like it's going out of fashion!

Presumably you have just written things like this to annoy the majority of law abiding caring people who would never in a million years think to park in a disabled space when they aren't disabled never mind in two spaces...but why? Why go to the effort to get people riled?0 -
Don't forget that when the tickets have got to a certain level some ppc's have been known to take a chance at court, and they have been known to win (rarely of course) cos the judge thought they were taking the p**s, amongst other things.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

I've never heard of a PPC taking anyone to court, My mate told me that the ones that get taken to court are basically where the PPC PAYS the defendant to lose in court so they can claim it as a "result in their favour.
Any besides if it goes to court they'll be about 100 people across the inetrnet who would want to help me. There is another website where basically they challenge the PPC to a duel in court [none of them every take it up - funny that] so if it ever went to court all of the people from the forum would come and defend - love to see the look on the scammers faces when they turn upo in their tracksuits and I have 100 parking experts backing me up, haha. :money:0 -

Sorry mate, it's not to upset anyone ... just the scammers for all the money they scam from others. Trying to bring people who won't be bullied into paying them into disrepute.
The vast majority here do not deliberately park in diasbled spaces or parent spaces when not entitled to or indeed not pay in a P & D.
