Well if it uses a modem router with hardware firewall along with some up to date antivirus it's ok for a web/email/office task computer, why wouldn't it?
Ditch those nasty USB adsl modems and win98 can still just about cut the mustard, assuming you don't have high expectations.
Sure it won't get any patches for the continued threats that are discovered but I don't suppose any virus/hacks are aimed at Win98 ? and I do wonder how many threat patches that are released are to fix potential problems rather than problems that plague us day in, day out.

From what ive read in the past, I would seriously consider a newer (XP?) operating system as 98 is open to all sorts of attacks:idea:0

Im not sure if they still do them, but they used to be an unoffical windows 98 support forum that did there own updates to protect agnest new threats?0

Ah 98 my old friend! I quite liked it actually, ran all kinds of amazing games like X-Com Apocalypse (now on steam woowoo), Janes US Navy Fighters 97, GTA 2, Ultima 8 Pagan >:D

Certainly I'd use XP over Win98 any day, no question about that but I think XP is probably just as vulnerable if not kept up to date although MS do release patches unlike Win98.

XP is definitely safer than 98, by a long way:idea:0
