+2080050005 Scam calls from Egypt??

Today I noticed what my mobile interpreted as a fax call from +2080050005. No fax was received.
Three hours later my phone said it was receiving a Data call from the same number.
I have looked it up on Google and found this thread http://www.grumbletext.co.uk/vt.php?t=333
A quick read of that thread suggest that Vodafone at least are aware of a scam using that number.
Also in the same thread there is something about another phenomenum I experienced yesterday: I received a text on my mobile that my Nokia handset interpreted as a "Service Centre Message" apparently from 00447781484472. Had I responded to it I would I think have connected to the Internet and downloaded a ringtone or worse. I took no further interest in it.
Why do we have to put up with scam calls in the UK? Why is our government not protecting us?
