I can't comment if consultation is in the MBA toolbox, but it is good practice as it encourages people to feel that they have had the opportunity to influence the outcome; hence Microsoft's advertising campaign for Windows 7.

I'm actually bored of all this titt for tatt now by the way. I've never seen such rigid POV's in which absolutely anything can be seen as a way of attacking the opposition, and it don't matter how childish it gets, or whether there is reason or not.

I was merely pointing out that referendum have only been used for major constitutional changes. Most people will have 1 or 2 votes on this per lifetime.
I think its a lousy idea - because it is. Just as Labour's "Big Conversation" (2003) was a sham.

The analogy would be commissioning an 'independent' report into something.
Ooh lets see, the Lord Brown report on higher education.
This allows politicians to pass the buck once the decision is made.
'But we set up an independent report, they consulted widely and we are just implementing the recommendations'.
Too use another analogy in my experience the worst businesses are those who use endless consultants to set up focus groups and 'advise' on strategy.
The same people saying this is a great idea, would be having a fit of the vapours when say Lambeth council set up a 'public consultation' process on what cuts to carry out.0 -

Majority of people accept that cuts need to be made. So easier to impose if there is concensus view on how to implement them. Than act like the current opposition who for political expediency just refuses to discuss the matter at all.0 -
