Replacement driving licence charges...

So, if you lose or have your driving licence stolen, you must apply for a replacement costing you £20.
But if you change your name or address and apply for a new licence you get it free of charge?
I also can't see how the dvla can justify £20 for print and posting a card & a4 price of paper? If you lose your debit or credit card they are replaced free of charge by your bank.
Does this annoy anyone else?

I've lost mine twice, stupid I know. It isn't DVLA's fault I lost it, I was happy to get a new one in a couple of days, excellent service.
I guess you don't have to pay for a change of address as it is a legal requirement.0 -
It's probably to cover their admin costs - the money to pay the staff has got to come from somewhere. Though I think £20 is pretty hefty, they're surely making a profit from that.We’ve had to remove your signature. I agree with you, its that time of the decade for me to renew my photo, £20 to put a new pic and expiry date on a laminated card, this too is a legal requirement (same as change of name/address). I paid for my initial lisence so why an extra £100 over the 50 years (hopefully) of driving.
Its as bad as the Ryanair charge to pay for your flights.

You think banks don't rip you off, just because you can replace a credit card for free. I wonder why? Would it be in their interest for you to not spend on a credit card would?
The DVLA are not a profit making organisation like a bank and I hardly think £20 is silly money to replace an important document.
Try replacing your passport!!0 -
You also get your provisional changed for free when you pass your test too.0

I suspect the reason the change of address is free, is because it's a legal requirement for you to update your details and they have enough problems with people doing that as it is.
As has been said the reason banks don't (normally) charge for replacement cards is because they expect to make about 1-3% on everything you buy using that card, and the cost of replacement cards is factored into that.0 -
Mine had expired so renewed it a few weeks ago - costing £20 and £5 for new photos.
I preferred how I looked 10 years ago but never mind better than being fined for expired licence.0 -
My licence photo card is due for renewal in May. I've got some spare passport type photos from around 2008. Think I'll just send them off as who is to know.
