    They'd be questioned at the time, hence no need to send any form of invoice. The only problem is, only the Police have the power to stop a moving vehicle in this respect. It's amazing the amount of people that stop anyway at the end of the road etc, just enough time for someone to approach and request they speak to you!

    I think Bye law 14 makes the owner liable for the charge. However Stigy correct me if I am wrong it would be a Magistrates court and not a civil court matter would it not?

    Indeed it would, yes. All Byelaw breaches go to Mags Court as they are criminal matters, not civil ones.
