Chester Train Station-

Mate of mine just posted this on my Facebook,thought you peeps would like a heads up.

For anyone who isn't aware, what has always been the drop off area outside Chester Train station is now Taxis and buses only, little tiny signs but CCTV and traffic wardens giving out £60 fixed penalties even for driving through it

  • Are these real, honest to goodness traffic wardens of the old type run by the police? Are they the concil type CEO who hand out PCN's willy nilly or are they just PPC goons out for a quick buck. You don't ignore the first two but totally blank the last one.
    (I suspect the latter due to the small signs)

    If they are using CEOs, then they should not be using CCTV enforcement as well. CCTV ebnforcement should only be used, in place of warden enforcement, where warden enforcement would be difficult or sensitive.
  • yes it does look like a normal council sign, doesn't it , assuming its one of the approved ones that is, . So its likely to be a CEO issuing pcn's.

    Its always been a problem there, in the old traffic warden days they had one camped there. NCP have relieved the "problem" by running the nearby car parks £5 per day!

    Anyone who receives a CCTV one needs to check (as well as checking the usual - wording on the PCN, signage, etc) if the council is operating both CCTV and warden enforcement (they shouldn't be) and if there is adequate signage on ALL entrances to the enforcement area, saying that CCTV enforcement is being used, and that those CCTV signs themselves are compliant (ie, not the standard "camera" sign). The point about the CCTV can be raised in a FOIA request on www.whatdotheyknow.com. The other bits will just need a site visit.

    I can't see any CCTV signage on the photos, so unless they've put some up since the Streetview cameras went down, they're on to a loser.

    I should add that I dealt with a CCTV PCN from Bolton Council recently, and did quite a bit of research. There were numerous avenues of enquiry to pursue re enforceability.

    On initial appeal, the PCN was cancelled.

    Although not familiar with the station, but after having seen the Googlr Street View link, I would have said it was railway property as opposed to Council? Having said that, it can be hard to tell unless clearly railway land (For example driving in to a Railway Station that is off the public Highway). If it is Railway Land, it would be easier than ever to use the Byelaws instead of issuing an invoice! The signage seems clear enough to me!

    It would seem easier in theory, but seeing real railway byelaws Station car parking tickets is so rare! I think they just like to farm it out to Meteor or NCP so they can issue their unenforceable trash instead.

    Indeed, but you needn't issue a Parking Notice, and just report them.
