Whose responsability to install water meters in new build

Hiya, I have a query...I live in a 2.5 year old block of flats and we have recently found out that some flats are paying electricity for two or more flats. We found this out because some residents were complaining of massive leccy bills. The building manager conducted a test for one tearful resident and switched off her leccy to see if the meter still clocked up leccy being used. The flat next door to her came down and said why had his power just gone off? (it turns out this person has never had a leccy bill). It seems that the labelling for the leccy metres to the flats does not relate to what flat is feeds and some flats are feeding two flats.Some flats have massive bills, some none and some just pay the standing charge). (Has anyone got any idea how one could go about claiming the monies paid to the leccy co before this was discovered and rectified?)

Anyways, I was wondering if this problem could have occured with water metres also?

Does anyone know if its actually the builder who fits water metres and connect the water to each apt or would it be a utility company?

Any advice appreciated.:confused:

  • Hi, this sure can happen with water meter becasue I'm currently trying to sort out a similar mess with my water meter! My water bill suddenly doubled for no reason, so I did some investigating and realised the meters aren't numbered correctly. I have told them which is my correct meter, but obviously it's more complecated than that as others are involved so it's still not sorted.

    Lesson: If you live in a flat, switch off your gas, electricity and water at the meter when you move in and check it all goes off in your flat!

    The builders will put in the supply pipe to the flats and label the pipes up then the water co will install the meters to those pipes , when you have a load of them together mistakes can happen.
