Provisional insurance isn't bad at first, but some companies charge excessive amounts when you pass. Quite often you will find changing company is more cost effective, but check cancellation charges if so.

(Always worth having a parent down as a named driver, if you are learning they can take over if they need to, then mum or dad can always drive it to the garage to get it fixed)0 -
You also say that your friends are paying X, which means that they are either older than you or have passed their tests a while ago so have more experience.
Unfortunately for nearly everybody, car insurance rates have increased dramatically over the past few months - the reasons being well documented on here in many threads.
Try a few insurers that do not advertise in aggregators e.g. NFU, Co-op and AVIVA, who apparently sometimes offer not so expensive rates for younger drivers. Buy a group 1 vehicle - check Parkers - just because you are talking about an engine size under 1.00 does not mean it will be lowest group, as lots of other factors influence ratings.
Put an older (parent age probably) experienced driver on the policy with a clean licence and no accidents - this should also help. You could also try a broker as they will have access to markets the public don't. Just be aware though that cheapest will not necessarilly be best - you need to make sure the policy gives you the cover you need.0 -
That's expensive at your age! Try Quinn Direct or Kwik Fitt, I doubt any other insurance scam, oops I mean insurance company will insure cheaper or do you have any no claims bonus? That can be upto 65% of the cost wiped out.Insurance Group UK

Consider slightly 'out of the box' cars as well. Although small cars with tiny engines should be the cheapest, premiums are based on risk - unfortunately this small cars are often bought by new drivers and more frequently are involved in accidents. Consider things like old Mondeos, old Vectras etc.0

Unless you are planning to sell up and not live anywhere, I can;t see the advantage.
If you are planning to upsize the new house will cost more.
If you are planning to downsize your new house will cost more than it should
