A close friend of mine works in anti-social behaviour prevention and does a lot of work with social landlords and private owners.
The first thing you must do is knock on his door, and politely explain the problem. If you do not do this, and it turns out that the bloke is half-deaf or genuinely doesn't realise there is a problem, then you look completely unreasonable moving forward. It will take five minutes, be nice and polite, no confrontations, and if he gets nasty or refuses, then you have a starting point.

It might be worth speaking to the local Environmental Health or Noise Pollution team at your council BEFORE you start making a diary of the noises. That is to say, I would recommend NOT waiting for a fortnight to gather reports before you call the council, becuase they might tell you that your evidence can only be admissible if it's gathered over a period of time AFTER you've registered a complaint, not before.
Give them a call and see if they can help in the first instance. Nighttime noises that disturb your sleep are incredibly irritating and stressful so hopefully the noise pollution team at the council will be able to help quickly.

Decided that this might be the best approach. Thank you.
So I have rung the Council Environmental Health Department and explained what the problem is and asked them what they suggest is the best way to deal with it. They are about to send me a 2 week Diary Form to complete - so I'll do that.
Think its going to go something like:
10pm - went to bed, noise still there, put in earplugs again.
12 midnight - woke up. Still there.
3am - woke up. Still there.
Guess thats pretty much all I can say - but will complete and return it to them and take it from there.0 -

Didn't the council suggest you ask the neighbour about it? That seems the obvious most sensible thing to try in the first instance.0

Oh dear, you do have my sympathy . I have been in exactly the same position myself. Its terrible but a bad neighbour can make your life hell. A friend of mine moved to get away from such a neighbour, found his new neighbours to be friendly and helpful only to learn later that the one next door was selling the house. He was replaced by the mother of all neighbours from hell!! He wept!!0
