It might be worth speaking to the local Environmental Health or Noise Pollution team at your council BEFORE you start making a diary of the noises. That is to say, I would recommend NOT waiting for a fortnight to gather reports before you call the council, becuase they might tell you that your evidence can only be admissible if it's gathered over a period of time AFTER you've registered a complaint, not before.
Give them a call and see if they can help in the first instance. Nighttime noises that disturb your sleep are incredibly irritating and stressful so hopefully the noise pollution team at the council will be able to help quickly.

His landlord and Environmental Health are the places to contact.

I feel for you, I had a similar experience when i lived in a flat, they were the sort of flats where you have a communal entrance and then 2 downstairs and 2 upstairs. I lived on the lower left, and for 3 nights was kept awake by radio noise coming from my elderly neighbour on the bottom rights bedroom.
It was only after 3 days of it not shutting off I called the police, they brought the ambulance as he was elderly and they were worried, they kicked his door in and there was nothing, no music, no tv, they searched the flat and quickly found a letter containing details of the gentlemans flight..... he had gone on holiday and not said anything.
It later transpired it was coming from what I thought was a vacant flat above, which wasnt vacant, just for some inexplicable reason had a metal security door over the main door, the tenant still had access and had been leaving the radio on. It went on for 4 whole weeks before the council would come out and force entry and turn it off.

Oh I remember a neighbour from years gone by who was being tortured by birds in his attic. He called out the RSPB and they confirmed the species of bird and suggested that they get the cavity wall insulation removed as the birds could be trapped.
Turned out it was the smoke alarm battery. Oh how we laughed :rotfl:0 -
Is he the sort to play a games console, could it be a noise from one of the games, I know my son has one game that sounds like a doorbell, if so it may be just a case of him turning off the sound. I would suggest speaking to your neighbour and explaining the situation in a calm pleasant manner and you may find he/she is unaware of the trouble this is causing you.
Thank you for that thought. But its not a humanly-controlled noise by the sound of it. Its 24/7 and he isnt a remotely reasonable person unfortunately. He may very well be aware of this - and enjoying the upset he is inflicting.0 -

That was my first thought - vain hope. I have tried having a look at everything in my home in the hope that the source of the noise is under my control. Unfortunately it does look like it is coming from his home.0 -
I can highly recommend these earplugs. I live next to Heathrow airports and you cannot hear the aircraft if you fit them correctly:

If it ever happens to you again phone the anonymous police drugs hotline and say you could smell a minty tomcat smell in the common areas outside the flat and lights are coming on and off at odd times. bet you won't wait 4 weeks then.The truth may be out there, but the lies are inside your head.
