Yes you can but you'd be better off with a 3G dongle. Many mobile contracts have a 500mb/month data limit, very easy to exceed on a computer......0

The dongle is not part of a phone, it is a small (A little larger than a USB memory stick) device that you plug into a USB port and that connects (via 3G) to the internet. All mobile companies have them, Vodafone, Orange etc......0

It'll work on either.
Not sure on cost, you'll have to look on Vodafone's etc. websites, you could also look on ebay, Tesco etc......0
