Are ebay phones still cover under manufactures warranty?

I guess it would depend who you bought it from.
I bought an electrical item from the Argos clearence people on ebay, the item broke 10 months on, I got a full refund. I doubt this would be the same had I bought off a private seller. I think most tend to state if they are offering warrenty with the item and if not and it is a private seller, maybe ask if there is some form of proof of purchase you can have to show the item is within warrenty.
I would speak to the seller, warrenties tend to need proof of payment and a page from ebaypaypal may not be enough.0
