Ebay's response to seller refusing to accept Paypal

I recently won something on ebay and although the guy had Paypal listed he refused to accept it and wanted a cheque. I emailed Ebay for advice and this was their response, the second paragraph was not my understanding of the ebay/paypal rules .

xxxx, please be advised that if a listing of the item has PayPal as a
payment method, the seller is obliged to use PayPal if the buyer would like to pay using this method.
On the other hand, if the listing of the item doesn't have PayPal as a
payment method, the seller can refuse to accept the payment of the buyer using PayPal.
I trust this information is helpful and that this helps you resolve the
problem. If you have any other questions, please don't hesitate to

We have recently expanded our opening hours to better meet the needs of

Don't forget there are still categories that don't mandate the use of Paypal - ie motors etc.

They can't refuse it so assuming it isn't a car or motor vehicle just stick to your guns with the seller and refuse to pay any other way. DO NOT DO THIS IF THE ITEM IS EXCLUDED FROM PAYPAL PROTECTION
Someone on here yesterday did and cannot get their money back. It is better to appeal the NPB.0 -

This is as others have said. The statement refers to those categories where the listing of the item doesn't have Paypal as a method, rather than the seller chosing not to have Paypal as a payment method in the forced categories.0 -

On the other hand, in all categories except Motors, sellers have to accept Paypal, so you might as well edit out that bit too if OP bought in a category other than Motors.
This isn't 2006.
Well, as we can't be sure it wasn't motors, I think that snippet is complete, concise, and conveys all possibly relevant information.My TV is broken!

Actually considering the fact that according to the OP the seller had Paypal listed then surely the section I have popped into bold here is the most relevant to the OP?0 -
while the first paragraph of ebays response sorted out my initial query I was more concerned about their second paragraph.
I believed Paypal had to be offered by all sellers. However some of the responses have shown that I was incorrect and certain categories do not need to offer Paypal. I still think Ebay should have made that a bit more clearer in their response to me.,Instant Credit means Instant Debit!
