Forgot to mention ... what file format are you using?
JPEGs are compressed, and so are much smaller than bitmaps (for example) of the same image size (in terms of pixel dimensions).0 -
Think it is in bitmaps but that i need it in JPEGS to upload on the site.

If you're using the XP Image Resizer, just click the Advanced button, then try entering smaller and smaller values until you get the file size you need. (Just change one of the values, and the other will alter to suit the image proportions.)0 -

There is an excellent, small program called Irfanview which lets you do lots of things with images and is free!
Download from - http://www.irfanview.com/
Open your image -> choose 'image' from the menu -> click on 'resize/resample'.
A box will come up showing you the size of your pic now. Change the dpi <dots per inch> to 72 if it is for the net. <this is changing the resolution - the dots per inch, which affect the quality of the image>
Also change the physical dimensions to the size you want. <you can choose your own size or there are also standard sizes for you to choose from on the right of the box - this is changing the actual size of the image>
Keep 'resample' checked. Click ok.0
