I have only ever seen it as an additional option for parking not as an exclusive method.

i once parked in a private car park with signs up saying pay by phone but there was no cash machine. I didnt bother paying by phone because they can never prove that I have a phone.0

Their records would show whether or not you paid though.
(You have to give the reg number)
I use pay by phone parking every friday in Birmingham.
I first used it in York, had to put in my car reg, and card details, and specify how long id stay for. Did it off my mobile (its to an 0121 number so doesnt cost on free minutes) and they text me 5 minutes before time expires. the traffic wardens put your reg into their comp and it tells them how long the car has left on its ticket.
It memorised my car reg and card details from the first time i did it in York, so now all i have to do is ring, input the car park code, confirm my car reg, number of hours, then last 3 digits of security strip on my card to prove my ID, takes 1 minute most.
It was easy to change my details when i changed cars or bank cards.
because i work 8-12 on a friday, and getting to car park at 7.30 meant having to pay for 6 hours, i often used to wait until 8.10 to ring up and pay for 4 hours only, however i forgot to do it once and got a ticket, so now i stop being so tight and pay for 6 hours!0 -

I've seen a new trend for pay-by-phone parking in councils where they want to make a cashless parking system
Can I ask what happens to those motorist who dont have a mobile phone?I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -
I tend not to use it as it's a right faff on typing in all your details etc, when putting some money into a meter just takes a few seconds.
However I've seen in the likes of motorway service areas if you want to stay for more than 2 hours you have to pay by phone, no alternatives. No mobile? Then you can't stay for more than 2 hours!
Although I have to say these days finding someone without a mobile is quite unusual!0 -

However if you do own a mobile, i make the call whilst walking to my office, rather than getting out the car, walking to the machine, (having previously made sure i had firstly cash, then secondly change) fiddling with new coins that the machine keeps putting right into the returned coins box, then going back to the car wondering if the ticket is visible... and with calling off my mobile, all my details are memorised...
but if you dont have a mobile then the whole concept is utterly pointless...0 -
I've only ever seen it in addition to traditional coin machines. So if you turn up at the car park without the right coins to pay, you can do so by phone.
I'd hate to see everything turn into pay by phone, it's more of a faff than just sticking some coins in a meter.0 -

No need to pay anyone anything to stay over 2 hours. It is not as if they can "fine" you for doing so.;)0
