I don't know whether you have a Server running on your PC or not, but if not I found this the most stable installation:
http://www.wampserver.com/en/
Wamp5 instals Apache2, MySQL5 and PHP5 all in one go and everything works in harmony usually (unlike some individual installations I tried). You can limit Apache to only accept connections from the local IP address so the Server isn't live on the Web.0
