Advice? Broadband access WITHOUT a landline?

Firstly, apologies if this query has been raised before (I did kind of have a look back, sort of, honestly), but I'm hoping someone can advise...

my son and ex-wife just moved into a flat in london, which has no current phone or internet service. they want to get a broadband internet connection but want to save money by not having a landline phone. partly because they both have mobiles with minutes included and partly because they intend to use the internet itself for phone calls (eg. skype etc).

so a couple of questions:

1. is it possible to get a broadband internet connection without having a landline phone - and if so, who'd give the best deal? (they'd want unlimited broadband at a decent speed).

2. does it actually work out any cheaper, using the internet for calls and not having a landline, or is this false economy!? (bearing in mind that a bulk of any calls made would be international, to family overseas).

they don't have any previous service with any provider so nothing to transfer, so they are brand new customers to the phone/internet market.

as for me, i'm currently with ntl and have been for two years, but i'm a bit miffed with them, as i'm paying them best part of £50 per month for unlimited 4meg broadband and phone (make hardly any calls though), and i recently applied to them to change my service to their "3 for £30" offer (tv, internet and phone), only to get a call a few days later to say it's not available where i live (after originally being told that it was. !!!!!!.) despite this i did suggest this offer to my son and ex but, surprise surprise, when they enquired about it for themselves, it wasn't available where they live either!

oops, appear to have begun to waffle a bit so i'll zip it now  but grateful for any input and advice from money savers! thanks.
