While I can't condone the poor planning involved in stopping on a crossing (you could have easily stopped two metres further back until the crossing, yellow box and one more car space became clear), the principle here is whether an actual contravention occurred.
Although the picture is very poor and the actual contravention alleged is not visible, from what I can make out, the area in question does not look like an official pedestrian crossing within the scope of the Zebra Pelican and Puffin Pedestrian Crossings regulations 1997. From the description (and the blurry photograph seems to agree) it sounds like a traffic light controlled junction which happens to have a pedestrian facility, but not the same legal status as an official crossing prescribed by section 23 of the Road Traffic Regulation Act 1984. Even the official crossing regulations permit several exceptions to stopping for various reasons.
Before I can comment further, I really need to see a clear shot of the entire letter so I can dig a little deeper. I'd like to see justice done fairly, so if the CCTV operator has jumped in over-zealously, this needs to be publicly addressed so he / she doesn't make a habit of it.0 -

Yep can't argue there however I have no idea whether there was a car in front of me which wasn't captured/bus/taxi etc I know it seems vague and maybe farfetched but the explanations I have stated usually happen on a daily basis. And the traffic was so terrible that day..
On that day infact, another example just as I proceeded to move forward past the yellow box as there was enough room for 1 car only (green light my right of way), another car coming from 9 o clock decided they wanted to move into the space (turning left not their right of way yet)... I had to then manoeuvre so I wasn't in the box on the other side...

The contravention says 99 - stopping on a pedestrian crossing or crossing area marked by zigzags..
So it's the crossing0 -
