The 3 one plan looks like a good idea too. Sim only unlimited broadband you just need a suitable 3 mobile.

Is there a cheap mobile that emits a wifi hotspot ?

Your header say landline, but your post says mobile broadband.
Which service is it that you are asking about?
For ADSL broadband there's no 'cheapest deal'. Broadband is exchange-specific, so go to https://www.samknows.com, do an exchange search and see what LLU options are available to you, these will be the best deals.

OK, so your LLU options are Horange, Sky or TT.
I'd be looking at Sky myself given those limitations.
TT may be cheap, but certainly not cheerful.
Avoid Horange like the plague.

It varies depending on what's offer, what tariff you want and what contract you are prepared to commit to. I suggest you check on the sites of the ISP's you are interested in.
