Good point, for some reason I had it in my head that the OP was using 3rd party cover.
I guess these days, if you live in an area with a high number of uninsured drivers, 3rd party would be better for building up NCB? Just keep some cash in the bank to buy a second old banger.

If the Police were aware the driver wasn't insured while they were attending the incident, did they impound his car?
Or if this came to light afterward, are they pursuing him for driving without insurance?Light blue touchpaper and stand well back !0 -

Thank you all very much for the information you have given us.
Our insurance company have informed us today that my wife will lose her no claims bonus and she will have to stump up the excess costs for the repairs to her car! This just stinks - I know it's tough luck but as many of you have said foreign drivers are an absolute pain in the neck.
We will be informing the police that he was uninsured, however, I cant see them doing much about it as they must get this all the time from foreigners!
We are now at a loss due to being fully legitimate..............0 -

Not sure if this is applicable to Eastern Europe, but isn't it easier to pursue drivers in other European countries now due to a greater sharing of information between states?
I'm sure the police could trace him back to Lithuania if they tried.

My local police couldn't be bothered to deal with an uninsured driver in the next village, despite having their name, address and being handed a solicitors letter stating that the policy certificate, the details of which were given to both us and the police, were for a policy cancelled 3 days before the accident.
Would I expect them to trace someone to Lithuania. No.0 -
The MIB is an "Insurer of Last Resort" eg if the OP has comprehensive cover they need to claim off their own policy
Don't think they need to, although MIB recommends that they do; see page 5:

Personaly, I would claim off MIB rather than my insurers. Why should my claims history be made worse if I wasn't at fault?We need the earth for food, water, and shelter.
