I think that would be a rather difficult road to travel down... and let's be honest there's millions of users on ebay, you can't block them all!

I would have asked what percentage do they believe has been used and offered a partial refund and added to the blocked bidders, its not worth the hassle most of the time.

I have given partial refunds in the past when buyers have contacted me about condition, usually about the condition of the disc or case (sell DVDs and video games). I usually give the benefit of the doubt and usually offer a partial refund amount before they even ask.

As it is negative isn't enough to but buyers off so don't worry too much about it.
