Myself personally I wouldn't go to too much trouble for 20p. However, when you look at it as being that extra 20p on x,y & z there are those who, on a very tight budget, would want to make every penny count. As pennies soon add up to pounds if you're not careful.

I pointed out to him that VAT is charged on bread, he then tried to justify that it cost hm more because he had to pay VAT on fuel etc. to go fetch it from the cash and carry, I pointed out to further that he can claim that back every quarter on his returns. He then started getting shirty, telling me that the rules had changed.
I can't understand why people like that can't just tell the truth, there was no need to lie.
