    If all the people stuck on CSA1 decide to contact PWC and ask them to accept the amounts worked out on either CS2 or CS3 calculators - what do you reckon the answer will be...

    I reckon a big fat no in most of these occasions. So therefore PWC is refusing to accept payment offered. Will they be charged for refusing to accept.

    But on the other hand NRP has been paying overinflated (20-30% of net income vice 15% per child) which was previously sanctioned by CSA. Therefore NRP refuses to keep paying the difference.

    Where is the hammer going to fall?
    I think CMEC / Government will continue to drag this out and continue to bar NRP on CSA1 from changing to CS2 / CS3 or any PWC /NRP self arrangement /agreement until such times as all the CSA1 children are 19.
  • My problem with charging a percentage of what you get off the absent parent is this.

    My ex owes £11k he has paid a grand total of £160 this year! If he had of paid all of that when he should have done - no fee

    If they bring in this new system I could lose quite a lot of whats owed to me in charges!!! that to me is not fair

    I would have come to an arrangement but for about 7 years I have no idea where he is and how to contact him and neither do they. I'm afriad if this comes in i'm going to be on thier case 24/7 to get money out of my ex. at the moment I give them time and only really chase it up after he has missed a payment. If i have to pay for the system i'm going to try and get my moneys worth out of it. I'll be on the phone to them monday asking what they are going to do about my £11k before they take part of it for themselves...

  • and also costing money and time in phone calls to chase them up every week..Every time i call they say call back for an answer in about 3 weeks. so it takes 3 weeks to call my ex and say make a payment please.

  • I raised an e-petition for this last year when I became aware of it - I dont know if I can post a direct link so wont. But seaching on e-petitions website for "stop csa charges 2013" will show my petition. I dont have facebook, twitter or any of that stuff. So it got votes from word of mouth and generally people see it on there.

    And yes I am a single father with care of his son who claims CSA for him from his mother. I am against the reduction in the amounts I receive. I HAD to go through the CSA to get anything.

    What would happen in a case such as mine, where the NRP wants to go through the CSA because he doesn't trust himself to not pay otherwise? He asked for a DOE himself and said if it wasn't going through the CSA he might spend the money. I don't see why my son should be penalised because of his father's inability to restrain himself from spending his cash.

    I don't see why the tax payer should have to fork out half a billion a year because people choose to breed children with a bunch of losers. They should either abolish the CSA or make its "customers" pay for the full cost of running it.

    Although i don't agree with your wording, I do agree with the sentiment.

    If people choose to have children, they have to make sacrafices in their lives to accommodate the children.
    If the parents then spilt up, the cost for using the CSA is just an additional sacrifice that has to be made for your children.

    It is not up to the childless and families who are still together to pay the costs associated with families spilting up. The CSA should be the last resort for parents, as the parents are the adults, and should be able to put the interests of their children first.

  • Wow midnight express if we had the benefit of foresight then I'm sure no one would choose to have to go through the CSA , it's due most of the time ( but not all the time but in my case) petty , childish partners who think the only way they can 'get back ' at the pwc is to make their life as difficult as possible.

    I do know that it is not always as clear cut as this but please try not to tar us all with the same brush.

    I'm a PWC and do agree in some part to there being a charge but I think there needs to be a review of the reasons behind the contact with CSA first.

    In my case, I had tried time and time again to get an agreement out of my ex privately. This went on for 9 months, ending in him telling me the only way he would be paying anything towards our daughter is by being forced via either court or CSA. After speaking to solicitors, I was told CSA was the best way forward due to his abusive and violent behaviour. The police having been involved on many occasions.

    CSA have been battling since start of last year to get any information from him. He has quit jobs, stopped benefit claims, changed mobile numbers, lied about address changes, anything to avoid payments. Its taken them tracking him via HMRC and contacting employers directly to get details. I should not be charged for having no choice but to go through them. My ex has said time and time again that he doesn't see why he is expected to support our daughter financially as he believes its up to the mother and thats what CHB is for.

    Also, its not practical and quite unfair to adjust HB/CTB based on CSA assessments as this could leave a pwc really struggling if the nrp doesn't pay. If the payments to the pwc were guaranteed, then fine but there are plenty of cases with huge arrears which more than prove this isn't the case.

    You won't have to pay a charge as part of the debt that is already owed, charging is on new cases in the future scheme not current cases.
