The answer is exposure-how much damage could do if you went mad,lost job,fell in love with a scammer..
Banks limit their risk by limiting the exposure. Banks are more careful nowadays.
It is not necesarily good thing to lower you limits, but when you reach point when you have too much what else is there to do?
