Is VAT payable on Water?

in Water bills
I have received my water bill for the last quarter to 25/10/06.
VAT has been charged at standard rate of 17.5% on the water, but Zero on the wastewater (sewerage). I thought it was 8.5% or have I dreamt that one?
I have also (in April) received a separate bill for the surface water based upon Rateable Value.
My property was previously in holiday flats, and I have told United Utilities that it is now a private house, and I have sent them copies of my Council Tax bills. These have been returned to me, but no other correspondence from United Utilities.
What are the entries on other posters water bills, I don't know anyone else with a meter to ask.
Mine are just water, wastewater and a standing charge.

I am billed by separate cos for water supply and waste water for my house.
Neither bills suffer VAT. TBH it looks like shoddy work by the clerks at the water co. Not uncommon either: my co does hilarious estimates that would leave me owing aheck of a lot at year end, that I have to correct every year.

Thanks Oldwiring, it was the VAT bit that makes me think I'm still being billed as commercial rather than residential.
