May I suggest you get a price for someone to do the whole job
You could have the ceiling done and cut the holes for the spots in tha appropriate places. You could just have a pendant set hanging down until you get the lights done
if you get someone (registered and qualified) to do the whole job then there is one point of contact and one person where the buck stops
