So does this so called simplified holiday rep who works the summer holidays for the minimum wage over 7 or 8 months of the year that has paid for just simple things like rent and food of his /her wage along with other every day needs over his/her if lucky 9 months employment supposed to live on the savings that they make on what little wages they make for the next 3 months paying rent council tax food etc.0

You might want to edit that, it makes no sense.
If you are asking how you are supposed to budget, then you would be best to ask the JCP to determine over what cycle your income will be applied prior to starting work. Then you can see if you are entitled to other benefits for the period whilst you are in work, such as WTC, HB, CTB etc.

The whole point in starting a thread is usually to put your point across in a clear and concise manner which allows other posters to either:
1. give you further information on the subject or,
2. debate upon the subject.
As I can't made head nor tail of what your point actually is I'm afraid the situation is not that I need to use google but rather you need to either take a communications class or buy a dictionary.

The new government has re installed a rule that was made way back in 1995 under the conservatives that any individual that is seen to be in seasonal work or in remunerative work shall not qualify for any benefits.
This rule was initially introduced to stop high paid earners such as oil rig workers from claiming benefits while they were on shore leave without pay.
This government has twisted this rule to include every seasonal worker in the UK no matter what your wage is.
HOW HARD CAN IT BE TO UNDERSTAND ???????0
