Totally agree Hammyman , infact you will probably remember the thread which was running just a few weeks ago where the poster was panicing as they had been claiming the 30hr element on tax credits and then HMRC enquired into how many hours they had actually been working....
On that thread we all chimed in and gave the poster advice on how all the little things they do for their business counts towards their actual working hours.
Thats where i was heading when i suggested they rethink how many hours their "friend" is actually working per week but then the OP made this remark:ok im sorry but if a refugee comes to england and get a house THEY will get help paying for there mortage???

Well , we have told them what they need to do then....they need to find some more hours to work to quailfy for tax credits!
The self employed person needs to sit down and count up how many hours they actually do stuff which relates to their business.
They need to factor everything into the calculation eg time spent doing the books , time on the phone ordering supplies , time spent doing advertising etc....theres probably lots of things that would bump their working hours up
Apart from that theres not much more we can advise because one things for sure , the government (quite rightly) are not going to pay the mortgage of people who choose not to work.The loopy one has gone :j0 -

Rene - you are probably confusing immigrant with refugee and/or asylum seeker. Immigrants are people who come to Britain because they want to, for whatever reason, usually economic. They cannot come to the UK and immediately claim umpteen benefits that British people cannot.
Refugees and asylum seekers are people who have been forced to leave their homes and country due to various reasons such as religious or political persecution. There are very strict rules about who qualifies for this status. Some can claim some benefits (or else they'd starve as they are not allowed to work) - but even then they usually get less money than the equivalent British household would and they do not get preferential treatment in housing queues.
If you had a misunderstanding over the terms, I see why you were shocked. Hopefully now you'll see why you got such a negative reaction!0
