Should I ditch my Gas hot air heater for electric heaters?

I am a leaseholder and I live on the 8th floor of a tower block. The whole building is concrete and while we have double glazing, the insulation is pretty poor. Recently the council fitted new heating systems in the council flats - obviously as a leaseholder I was not entitled to the new heating system.
My dilemma is this; should I pay for the new system or not? It will cost £4,000 for the new system which has an option to heat the water as well, but will still only blow hot air into one room in my flat. My bathroom, kitchen and bedroom will all remain unheated. This seems a big fat waste of money to me.
I cannot get radiators or any 'wet' gas system fitted as this will unbalance the communal flue system as the rest of the block has a 'dry' system.
I am weighing up my options. Should I go for economy 7 (or 10 if I can get it) storage heaters. The main problem being that I am not in from 8.30 am until about 8pm most evenings, or should I go for an instant heat electric system.
The other problem I have is that the flat in which I am currently living I usually let to tenants (getting divorced - that's another story) and what system would suit them best as I may not be here for long. Usually my tenants are unemployed, but occasionally I have employed tenants.
I am not sure how much longer my gas hot air system will last - It seems to need regular repairs, so I think I will have to decide fairly soon what to do.
Any advice would be appreciated.

    I'd go for electric storage radiators on economy 7. They are easy and cheap to put in, don't emit fumes which may kill your tenants, and are reasonably economical if you size and use them correctly.
