In a retailer complaint I would concentrate on telling them you're so shocked that they think it's OK to allow fake parking tickets to be issued to paying customers who are then hounded by debt collectors for a pretend fine that doesn't exist, that you are taking your business elsewhere.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
