I wouldn't pay for it. You can get freeware applications that do all the stuff Tune Up Utilities does. E.g.:
Glary Utilities
Auslogics Disk Defrag
CCleaner
Eraser0 -
Iv used the 2009 and 2010 versions and it does a good job keeping my laptop running its best.0

the only reason they make these tune up things is that they are free and most go to say if you pay £40 for the full version we will damage your machine even more0

Here's a review of the product, from which, reading between the lines, you may conclude that most of the facilities are already provided by Windows itself or by various free utilities, some of which previously mentioned by Mr_FishBulb. It seems designed for those people who just want something to do all the work for them, and are prepared to pay $50 for the privilege. I doubt it would harm your machine - because if it did, nobody would buy it again!0
