Damp. Where do I stand with council as a leaseholder?

In 2006 I bought an ex-council flat on the open market with a buy-to-let mortgage. It has been rented out 4 times since. My most recent tenant moved in in October and by early December after heavy snow the flat has been plagued by mildew and damp, especially in the bedroom. Snaps22, one way of getting the council to act is if you can find out whether it's maintenance issue yourself. Get yourself a pair of binoculars and look around the outside of the building particularly where the damp spots are.

You are looking for old leaky pipes all the way up the building to the roof, gaps in the guttering and at the brick work. Also look adjacent to the issues, as I lived in a house where due to the neighbours having a gap in their guttering completely on their side water a damp patch appeared in our living room.

I'm not cynical I'm realistic
