young person refused credit card

My daughter, 20, has been reused a credit card. Circumstances as follows
In August applied -
living at home
just finished being a student
job starting in September in Scotland (one year trainee)
has bank account
on electoral roll
no cards, loans etc
runs own car, pays own tax, servicing etc
Refused by 2 or 3 cards, even one for "low credit history". Checked Experian, then went to see our bank and they said she was refused 'cos no credit history, try again after 2-3 months worth of salary gone into account.
So we waited until she home for Christmas, just applied again now and refused AGAIN!
living in rented cottage, through employer, they take rent off before she gets paid - didn't want to mention she'd moved as it might not help, but thought better be truthful :A
working full time
has bank account
still on electoral roll at home (not in Scotland)
no cards, loans etc
runs own car, pays own tax, servicing etc
What do we do now? Any hints anyone? She has an additional card on my Virgin account to use, but we thought we'd get her started on her own. Seems daft if you have credit you can get more but getting started is a right pain! Don't want to apply too often in case it looks bad. She would use the card as we do, pay off in full each month.
Would appreciate any suggestions.

Sounds like the best option, secondly stop applying for cards.
Does she have a contract mobile phone? it may save her money and start her credit file going.Have my first business premises (+4th business) 01/11/2017

which cards is she applying for?
what address is she giving on the application ?0 -
How about an overdraft to start with on her account to build up her credit rating?0

Thanks for the 4 posts so far! I think opinions4u might be right and we may go with that.
The mobile phone bit might help, she's on PAYGo like the rest of us - suspect that's the problem, we all try to steer clear of credit if we can LOL!
When we looked at the site in August, even the Vanquis card would probably have rejected, we didn't even get as far as the application.
Used the address of where she's renting - it is a bit far to say she still lives at home and works in Scotland.....
Bank wouldn't consider overdraft.

Age is regardless i'd say its more likely to do with the fact shes had little time in employment
I had a store card at 18 12 months employment then a natwest CC a few months after, now I have a paypal (satander) and capital one at 20.
edit: just read my sig and realised I also have a 11.5k car loan lol (will be paid off in 10 months before I get judged

indeed so, it might be better if she was on the electoral roll at the same address she was applying from.0 -
Why does she need one if she pays it off every month?
- Extra protection if things go wrong.
- Defers payment for things by up to 56 days at no cost.
- Builds up a credit history so in the future she can get a decent rewards card and earn cashback/airmiles etc. on her spending, extra warranties, travel insurance, cheap usage abroad etc. etc.
- Not recommended obviously, but if there is an emergency and she quickly needs money, she can get it.

This is what helped my 20 year old daughter in the end, despite having savings, regular income going in to the bank she applied to. Switching to a contract on her mobile, and after about 6 months she got the card she wanted.
