No. Or rather they will dry out more slowly than the wood at the outside.

The 'chimney effect' is a lot of damp air, it seems. If the outside of the holz hausen was wrapped in plastic - apart from the base - then air would probably be drawn up the core ... but the plastic would not help the wood on the outside dry.
Straight ricks seem to work better according to the author of the link.0
