What phone is it? Roughly old old is the SIM? If it's quite an old SIM that could create an issue, but it should still work okay.
There'll be a 16 digit number printed on the back of the SIM card, if it's a 3G SIM it should have 3G printed on the back, if it doesn't, pop along to your local O2 store and ask for a replacement SIM, don't worry, it'll be free!

Where did she buy the phone? Was it a reputable source? That's the message you would get if the handset was blocked.

The sim is only 2 months old(02) and the new phone(Alcatel) is from Carphone Warehouse. She was told the phone is open to any network but it won't accept the sim.
