    The Act that sets them up does not permit the FOS to charge costs.

    So, back to my question: It is a scarce resource and they have a backlog. Don't you feel some responsibility not to waste time?

    No, as in I don't care if it is wasting time of the ombudsman. If they write back and say nothing can be done then, thats the way it is. But you don't know until you make that complaint.
