Contacting Tiscali - anyone managed it?

My daughter (in another town) has been promised Tiscali broadband since 6 October - but it doesn't happen and each deadline passes with different excuses and reasons. The phone part of the package works fine.
The 0870 744 2922 number goes to Bangalore and this is where the different reasons are provided.
Has anyone found a better route to try to get things moving, or, failing that, how to get out of a 12 month contract that has only in part been delivered without just ending up with no broadband for even longer?
