You have to have a confirmed place at Uni through UCAS, if you want the Natwest one, which you don't get until August when results come out.
They did do the railcard last entry but since I don't use trains I went for the NUS card from Lloyds. If she'll be using trains for travel fairly often then it'll probably be worth getting the rail card.0 -
If you buy the 16-25 railcard online you can qualify for a free one year membership of the YHA at the same time (5 quid to renew it for a further year when you renew the railcard itself)

I would imagine it's way too late to be waiting til August to open a student account, as all the loans/grants will go in there and they need to be applied for soon surely?0

If you want to save a bit of messing about, just open a normal teen Natwest bank account for your daughter, then when it comes to August and her place is confirmed through ucas, then upgrade to a student account, all done in a few clicks or she can just open a new student account from August.
Student loans etc dont go in till end of September anyway so will be plenty of time.
